I have a 650i convertible with 19-inch wheels. I want the best traction for extreme winter conditions: hills, snow, ice. I want an alternate set of winter wheels and tires. In addition to the factory standard 18-inch wheels, what other BMW wheels would fit and be best for winter conditions? Is there a 17-inch wheel that would fit and work well?

Doesn't really matter what wheel you use as long as it fits your bolt-pattern... the only thing holding you back is styling. Your local tire/wheel shop can probably give you tons of options.
As far as the tires, resist the temptation to go wide (for more grip)... winter tires are always best when narrow as they cut through snow better instead of floating on top. If you want tires for "extreme" conditions then I would look into studded tires, otherwise, normal dedicated-winter tires should serve you well.

After reading several reviews on the Net I bought a set of Kumho IZen stud winter tires two years ago and have been very impressed with them.

They have good traction in the wet,on ice and packed snow, and fresh snow up to about 4-5 inches.

Mine do not have studs in them but I'm sure the traction would be more than enough with them added.(otherwise carry chains)

As for rims,I would try to get a set of plain steel rims, then it's not a concern about salt, rust,or bending one.

I should add that my winter-beatermobile is a 1985 Buick Lasabre, a large,heavy,rear-wheel drive car that just will not die.

the Nokian all season I hear is good-very good.
To the point where they match it up against rival brand's studded tires.
Some Tire sizes (http://www.nokiantires.com/newsite/tires_popup.cfm?id=6&size=245/45R18)
A couple people I know have them and love them.
