Ck Engine Lite not working ??

Car did not pass smog(calif) because the Ck Engine Lite wasn't working!! Is it a fuse to ck 1st or the bulb?? I found a gas station receipt from a few yrs back from the original owner that says they replaced the bulb but it still would not lite up.
