ok, so as some of you may remember, we had a thread a while back about a UPS brokerage COD charge. blake made a recommendation:
Ask, no...demand them to re-manifest it (this may involve them re-locating your headlights to the Richmond airport location...which is better, since you'll be only 5 minutes away at Customs). Have them print-up proper UPS shipping waybills (3-pieces, white, yellow and pink) for you yourself to take out to Richmond/Canada Customs. Tell them that you'll drive out to 5000 Miller RD. in Richmond to Customs Canada (it's located on the way out to the airport) and that you'll clear it yourself.
If that indeed works, make sure you have all of your info together and ready for Customs. The better you have your shit together, the smoother everything else flows...the happier everyone is... Bring printed copies of both the Ebay and Paypal transactions. Bring various forms of ID besides pic-ID, just in case. You'll be charged the taxes. Bring the yellow, stamped copy that Customs gives you, back to UPS and pick-up your lights.
Now, this worked for me recently, so don't be pissed at me if this won't float for you... Reason being, I had something shipped from overseas a few months back through UPS to my work address. I always use my work address because we have a 'Clears Own Product' designation on all of our UPS shipments, thereby avoiding their unbelievably satanic charges by clearing it myself. But, something got messed up in their system this time (surprise, surprise) and for some reason my shipment was cleared by their own in-house brokerage posse. Needless to say, I flat-out refused to pay their robbery-charge when they attempted to deliver it and I sent it back to the Richmond wharehouse. I phoned up our UPS contact in Richmond (279-2711) that same day and had the girl erase the ridiculous fees and had her re-manifest my shipment.
Agreed with the other guys' replies though...avoid UPS. Go with USPS at all times whenever possible.

I just wanted to say that today i was burned by someone on ebay (kind of by accident on their behalf...) he accidentally shipped using UPS instead of my recommended USPS and UPS tried charging me a 65 dollar brokerage fee.... absolutely rediculous. i wasn't gonna pay that, so i decided to have UPS send it back so that i could clear it myself. totally works, you only have to pay taxes on the item, no brokerage fee... changes a 65 dollar fee to about 20 bucks. the only difference is that the address is actually 5960 Ferguson Rd., Richmond, V7B 1M6, and their hours for clearance are 8am-430pm. only thing you need for pickup is picture id. Just wanting to give you guys the heads up that this indeed does work... thanks a lot Blake, you just saved me 40 bucks. :boobies:
